Instructions
1. In a mixing bowl, combine cabbage, carrots, green onions, soy sauce, and sesame oil.
2. Place a small amount of the mixture in the center of each egg roll wrapper. Fold and seal the edges.
3. Heat vegetable oil in a frying pan over medium heat. Fry the egg rolls until golden brown.
4. For the dipping sauce, mix soy sauce, rice vinegar, honey, and chili garlic sauce in a small bowl.
5. Serve the egg rolls hot with the dipping sauce on the side.
